Brian,
Open Corel and click on the outline tool, click on that same tool in the fly out menu. You will get a message that says you are changing the outline properties just place a check in GRAPHIC if it is not already checked. click the OK This will open up the outline dialog box select the red color from the color section and the hairline from the width section. Click apply.
Once you change these settings go to TOOLS / OPTIONS / DOCUMENT and save the default settings.

The vector color does not make any difference. It is used this way because win XP engraves in color order so if you have your vector in black and your raster in red then the system would cut first and then engrave.
Its just one of those XP quirks you can vector in any color you want as well as raster but beware that it goes by color order.
In Win 95/98/Me Corel would engrave in drawing order (what you did first would engrave first).
Who knows why we just got into a habit of using Black for raster engraving and red for vector cutting.
