Brian,
Limited experience with Corel, but in Illustrator, you can select an object and "Transform" which allows you to type in X and Y measurements.
There must be something similar in Corel.

Try the envelope tool, using a single curve. Let me know if you need more explanation than that.
I think the problem you are having is that any distortion that you apply to your ragged-edge circle changes the ragged-edge non-uniformly. You want to keep the uniform edge, but change the overall shape to an ellipse.
Play with the envelope tool by dragging individual corners and watch the results. I created two offset circles and then combined them. With the envelope tool, I was able to keep the distance between the two circle uniform, which should work the same for your circle.
I'm running V12 so I don't know how things have change with X3.

James, I want to keep the scalloped edge and if I just change the oval to the size I want it skews the scallops on the sides to flatter and the top and bottom become more pointed.
I need to keep them even around the oval.

Hi Brian,
It would be hard to get the outer ring from our rope design to do what you want, because it was hand drawn. (uneven)
So I quickly made up what you wanted, see if this will work for you.
