When I mouse over the icons in the system tray, bottom right corner, sometimes the text appears on top so I can read it; other times its behind the bar, rendering it useless. (Common use: over the time, to see the date.) What's wrong / How do I fix it?

Same problem with WinXP Pro. You can sometimes see the box but not the text.

That also sometimes happens in the open file window, but wherever it overlaps the gray, the text shows. I think it is an XP bug.
