If you have a laser, just burn a tiny spiral with the outer dimension needed for the screw pilot hole.
When I was making employee of the year plaques I did this. Memory says it took under 1 minute for the plaque and it had perfect alignment and pilot holes.

I had a plaque like that last year. If you need just the plates, I could not find the metal plates like that either, I ended up getting some from Asays. I think I have only 1 or 2 left. You might try them or ask them where to get them.
I thought they were odd too. I searched many places but couldn't find them in gold and that off blue color that also had notches.

This plate was by Pride which closed and now Asay's has closed too. I'll email you private.

I ran across a similar issue recently and ended up steering the customer to a new "model" so to speak. They were very happy with the results and asked to have the old plaque replaced to match the new.
Just a thought. Throw out all options you never know, they may be looking for a change.
