I use Corel Paint so these instructions relate to that.
'Image/Resample'. Set the DPI for 72, and the larger dimension to about 7".
Save as a JPG. Start with about 60% compression, and click on 'Preview' just to be sure that the image still looks good. If it is too blotchy or fuzzy, reduce the compression until it looks right.
The image I posted is about 14K and has the same appearance as the original.

What do you mean "Set the larger dimension to 7"

Harvey means to set the larger dimension of the two, (i.e. 18 x 24), to 7 inches, which means, in the example, 24 inches would be the larger of the two dimensions and the one you would set for 7 inches.
When you make that change, the other dimension will automatically change itself proportionately.
