I'm sitting here looking at my cell phone. It's a LG with a silvery grey finish and I know it will engrave. The question really is: does this raise the PVC issue?

Yes. It might also raise the PVC smoke. ;-) I believe that if you do a search you will find some threads here on the forum that cover the issue of Cell phones. There are some folks that have done quite a bit of engraving on there phones - I always suggest you check into the materials your engraving to be sure your safe - for your own health and the warranty on your machine.
