Click on the image, a box should pop up to let you open or save. Select "save" and save it to your desktop. Make sure if you have a pop-up blocker, that it is not restricting the option box from popping up.
Once the file is on your desktop, you will need to import it into your graphics program.

I think they are referring to fair use and not the file format.
For example if an NFL football team logo is on there you CANNOT just
print a bunch of T-shirts using it and sell them to the general public like you
could with generic "clipart" of a football.
If the team owner or authorized person comes to you and wants to place an order but doesn't have the eps art you could then use it for their order.
