I happened to run across this old post of yours and had a *few comments.
I did some contract work in embroidery for a company in Bloomington, IN. that did lots of college work. At this time, the Indiana University Basketball team was in the final four. For them to print shirts on "IU-final four 2001 or whatever they had to pay a royalty to a company that HAD a license with the NCAA. Even though they had a license with IU, the NCAA tournament was a different deal. If they had won, then ownership of the NCA tournament champions went to IU. I believe they paid this company $2.00 per shirt for the ones they PRINTED, not SOLD. These guys were on it, to the point of checking puchase invoices of shirts, all sorts of details. The license with IU came with lots of follow up and checks. You don't play with these guys money, course colleges are about the strongest around. There's a big movement here for them to get Secondary schools who are using college mascots and logos. That's a no-no that many violate. I see all kinds of these American Chopper insignias and I KNOW these guys aren't seeing all of that.
