The best mask format I have ever used is in Corel. It may be in other programs also. I use it for images for the laser a lot, if the ULS software doesn't do it perfectly.
Resample to 1000 DPI while it is still in color. Change the mode to black/white and use the 'Fixed 8x8' halftoning method. That will give a final resolution of 125 DPI, (although it looks better). It also gives 64 shades of grey. If you use the 'Fixed 4x4' You will get a final resolution of 250 DPI and 16 shades of grey.
