Anyone know of a single-line Times New Roman font for Gravostyle 98?

I hate to say it but Times Roman cannot be made in one line. There is a 2 line Roman font though. (You can cheat and use 2 line Century also, very close.)

The mainstay of Roman is varying thicknesses of the letters and obvious serifs.

The Century 2 might very well work.
I don't have the 2 line Roman, tho, just a 3 line Roman.
